It's true and I experienced it. The DXHR No HUD Glitch caught on tape! Funny thing is I didn't even realize it right away, until I was looking to see my battery recharge.
This happens during your second visit to Heng Sha, I don't know the exact cause of this or if you can recreate it. It has something do with setting up the loads on different missions and side quests during your second visit to this city. Doing something first or out of order and then switching locations seems to be what cause this. Although my auto save and my previous auto save both had no HUDs and I have to go back to an early save in Detroit to reset it. Here's a video of a Jimmy taking the stun gun to the nuts.
